In fact, the synchronization between Memotoo and Outlook.com is done through a WindowsMail client (developed by Memotoo), and this client does not seem to be allowed to connect to your account Outlook.com.
So it's why I ask you if you have actived Trusted devices here:
https://account.live.com/proofs/Manage
(more informations Trusted devices here: http://windows.microsoft.com/en-us/windows-8/what-is-trusted-device?woldogcb=0)

Here the code sent by Memotoo to Outlook.com, and Outlook.com return SyncKey to -2:

First I reset all secured devices at the outlook.com
logged out and back in again, tried to sync unsuccessfully

Made my PC as secure device, so I received a new security code from outlook.com
logout and back in again, tried to sync unsuccessfully

Every time I get the message

Error: Impossible to get SyncKey from Outlook.com: have you defined Trusted devices in your Outlook.com account? If yes, send information two webmaster@memotoo.com

What's next?

I have found why Outlook.com disallow the sync for only some users.

In fact, it is a security reason from Outlook.com based on the IP address location.
Memotoo have a French IP address and Outlook.com will authorize the sync if you connect from a PC from France (may be from Europe)...
For the moment I have no solution to give you, I will search ...

With the VPN I think it must works.

Try to connect to mail.live.com with the VPN, and normally Outlook.com must ask you to authorize to connect from this location:

I had great difficulty in getting your guide to fit with my options on outlook.com
but after removed all the "Trusted devices", I got the same options as in your manual.

But unfortunately I get this error message when I press sync.

Error: Impossible to connect to: dub-m.hotmail.com with email (my email @ address)

From my Danish connection.

Hi Bo

Ok ...
Can you put again your password in your sync with ActiveSync ?
After I will connect with your ID to mail.live.com, mail.live.com will send a SMS to you, and you will return me the code at webmaster@memotoo.com.
And after I think the sync will works.
